Dear Sirs,

I really did not think that I would be writing to you again, for it seems for some reason you do not think that Commander Charles Parson is deserving of a stamp, and no reasons have been submitted to me as to why you will not consider him.
As I first made this request in 1996, and a joint effort, from many people, was made in 2005, I really do think that we should know why the proposals have been turned down.
I have enclosed copies of previous letters, and other information regarding “Chick” Parsons,
The USPS has been issuing stamps in honor of other WWII heroes that have not done nearly as much as “Chick” Parsons, but yet they have been honored on a stamp.
I do hope that you will reply to this letter.
Now at 88, and ailing, this will be my final letter to you.
